This program offers scholarships for citizens from participating countries to pursue a two-year, in-person master’s degree at Brazilian public or non-profit higher education institutions.
Benefits include: monthly stipend, health insurance allowance, and full integration into a Brazilian graduate program.
Basic requirements:

Be a foreign national from an eligible country (see MRE list).

Hold an undergraduate degree.

Candidate Registration in the CAPES System

11. CANDIDATE REGISTRATION IN THE CAPES SYSTEM
11.1. Registration must be carried out by the candidate with CAPES, in accordance with the requirements of this Notice and within the deadlines set out in item 7, through the link https://inscricao.capes.gov.br. The candidate must access the system using their Brazilian Individual Taxpayer Registry (CPF) number, managed by the Brazilian Federal Revenue Service (RFB), or, if unavailable, their ORCID (Open Researcher and Contributor ID).
11.2. The candidate must:
I – submit the application exclusively through the online application form available on the Program's page on the CAPES Portal;
II – complete the online application form in Portuguese, Spanish, or English; and
III – provide the documentation and information detailed in this Notice.
11.3. Submitting the application implies full knowledge and unconditional acceptance of the rules and conditions established in this Notice and in the applicable legislation, which the candidate may not claim to be unaware of or disagree with.
11.4. CAPES will not be responsible for applications not completed due to information technology issues, communication failures, network congestion, or any other factors that prevent data transmission.
11.5. CAPES will exclude from the selection process any applications not finalized by the registration deadline.
11.6. Conditional, late, or applications sent by mail, fax, or email will not be accepted.
11.7. The candidate must indicate, at the time of registration, up to two (2) Graduate Programs (PPGs) offered by Brazilian Higher Education Institutions (HEIs) in areas related to their field of expertise. The choice of PPGs should consider the candidate's interest in conducting research activities, extension activities, and, if applicable, attending courses. The PPGs must be ranked in order of preference. If the candidate is not selected for their first choice, the second will automatically be considered in the selection process.
11.8. At the time of registration, the following documents and information must be submitted for all modalities:
I – official identification document with photo;
II – proof of residence abroad (such as utility bills, among others, proving the candidate’s place of residence);
III – valid ORCID identifier at the time of registration, to be entered directly in the application form;
IV – Research project in Portuguese, Spanish, or English, including:
a) introduction;
b) general and specific objectives;
c) justification for undertaking training in Brazil, in view of the installed capacity in the country of origin or residence, explaining the reasons for choosing the Brazilian PPG;
d) expected results and potential for expansion;
e) planned academic and scientific production goals;
f) description of how the knowledge acquired in Brazil will be disseminated in the country of origin or residence;
g) description of the importance of the research for the development of the specific field in the country of origin or residence;
h) work plan, describing activities to be carried out during the study period, including field research when applicable, indicating location and period; and
i) references.
V – proof of employment, when applicable, issued by the employing body or institution, dated after the publication of the Notice in the Official Gazette, in Portuguese, Spanish, or English;
VI – complete and updated Lattes curriculum vitae in Portuguese, including:
a) personal information;
b) professional experience, including current employment in the country of origin or residence, if applicable; and
c) academic production.
VII – Personal Statement (Annex III) written by the candidate (in Portuguese, Spanish, or English) of up to 600 words, presenting:
a) skills and motivations for undertaking the Full Doctorate, Sandwich Doctorate, or Full Master's in Brazil, including the candidate’s professional training process and experiences in teaching, research, and extension, including during undergraduate and master’s studies, if applicable;
b) academic and professional experience in the field of interest; and
c) any special circumstances relevant to the candidate’s background.
11.8.1. For the Full Doctorate in Brazil, in addition to the above documents, the candidate must provide:
I – Diplomas:
a) undergraduate diploma, certificate of completion, or medical residency certificate (for candidates in the medical field), front and back, in Portuguese, Spanish, or English, or accompanied by a simple translation into one of these languages; and
b) master’s diploma, if applicable, or a statement from the master’s program coordination indicating the expected defense date, in Portuguese, Spanish, or English, or accompanied by a simple translation;
II – academic transcript or equivalent document with complete grades for undergraduate and master’s degrees, in Portuguese, Spanish, or English, or accompanied by a simple translation.
11.8.2. For the Sandwich Doctorate in Brazil, in addition to the above documents, the candidate must provide:
I – Diplomas:
a) undergraduate diploma, certificate of completion, or medical residency certificate (for candidates in the medical field), front and back, in Portuguese, Spanish, or English, or accompanied by a simple translation; and
b) master’s diploma, if applicable, in Portuguese, Spanish, or English, or accompanied by a simple translation;
II – academic transcript or equivalent document with complete grades for undergraduate, master’s, and ongoing doctorate, in Portuguese, Spanish, or English, or accompanied by a simple translation;
III – Statement from the Graduate Program confirming:
a) regular enrollment in a doctoral program;
b) that the stay in Brazil will not exceed the total time allowed for completing the doctorate, according to program regulations;
c) completion of doctoral credits in the country of origin compatible with timely completion after activities in Brazil; and
d) approval in the qualification exam or completion of at least the first year of the doctorate.
11.8.3. For the Full Master’s in Brazil, in addition to the above documents, the candidate must provide:
I – undergraduate diploma, certificate of completion, or medical residency certificate (for candidates in the medical field), front and back, in Portuguese, Spanish, or English, or accompanied by a simple translation;
II – academic transcript or equivalent document with complete grades for undergraduate studies, in Portuguese, Spanish, or English, or accompanied by a simple translation.
11.9. Documents must be in unsecured PDF format and uploaded during registration through the link in item 11.1. Documents hosted on links or cloud storage will not be accepted. It is recommended to avoid using figures, photos, graphs, or other elements that increase file size, as the CAPES system will not accept files larger than 5 MB.
11.10. For the PEC-PG registration process, original documents in Portuguese, English, or Spanish will be accepted, as well as simple translations into Portuguese, English, or Spanish for documents originally issued in other languages.
